A Subnational Guide to Institutionalizing Care is a practical framework to help state and local governments make care a formal part of public policy. It will guide governments on assessing care needs, developing policies, budgeting for care services, supporting care workers, addressing gender inequalities, collecting data, and monitoring implementation.

In short, it provides a step-by-step roadmap for governments to build and sustain an inclusive, gender-responsive care system at the state level.
